Core Competencies
The Commander of the US Joint Forces Command is the Department of Defense’s Executive Agent for Personnel Recovery. As a USJFCOM subordinate command, the Joint Personnel Recovery Agency (JPRA) is the action organization for carrying out the Executive Agent’s guidance and responsibilities. In order to ensure its continous relevance as the Department of Defense’s expert concerning Personnel Recovery, it is madatory that JPRA develop and maintain Personnel Recovery Subject Matter Expertise and/or Experts (SME) and Action Officers (AOs), and extend such expertise through the Agency’s four Core Compentencies, e.g., Advocacy, Education and Training, Support to Operations, and Analysis. These competencies are critical to sustaining and improving the DoD PR system.

Advocacy – The Joint Personnel Recovery Agency (JPRA) is key to developing, formalizing and advocating Department of Defense’s policies; directives and instructions; joint doctrine; tasks lists; planning; concepts of operations; standard operating procedures; tactics, techniques and procedures; and joint concepts and/or capabilities.

Education and Training – JPRA designs, develops, conducts, and updates education and training programs for commanders and staffs, forces, and individuals, and oversees the presentation of such programs. JPRA does this through in-residence, surrogate and mobile venues in support of the Services and the Combatant Commands.

Support to Operations – JPRA provides products and services that prepare commanders and staffs, forces and isolated personnel for PR events, and supports Combatant Commanders and Joint Force Commanders and staffs as required.

Analysis – JPRA conducts joint concept development and experimentation, lessons learned and mission analyses, translating results into Doctrine, Organization, Training, Material, Leadership Development, Personnel and Facilities (DOTMLPF) solutions, task lists, planning, and capabilities development.
